It is evident that the Coalition 4 TJ folks believe that there are clear structural issues that are baked into legislation that - even though their intent may not be racist on their face - have a disparate impact on a racial group that they believe needs to be resolved.
In other words, the Coalition 4 TJ is engaging in Critical Race Theory.

I have a first grader who DH thinks is something special. He keeps telling me that he thinks DS will go to TJ. Is that something you can tell in first grade? DS is over a year ahead in both math and reading but I think this is fairly common in FCPS. What are the steps to go to TJ? It’s high school, I believe, but I saw another poster mentioned AAP was helpful for math.

While I concur with this. I will note that our 5yo has been bored to tears (literally cries that the K 'math isn't hard enough') so we bought the online Beast Academy by AoPS that we do together from time to time, and it is much more on her level. So a + for beast academy/AoPS, but that said, I agree with PP that you don't want to push this unless it's something your kid legit wants/needs.
Also, somewhere upthread someone noted that some people knew that a kid was going to be a TJ kid, but they were multiple levels above grade level at an early age. Again, my Ker is doing 2/3rd math, and there's no way I could predict if she'd be TJ material at this age. So much can change, kids can lose interest, kid might be more interested in something else than STEM, or kid might just want to stay at base school for any # of factors.
