Some children have witnessed their parents struggling with drug dependency, domestic violence, or serious emotional limitations that affect their ability to parent safely.

I’m guessing here, but it might be to give juveniles charged as adults the benefit of anonymity, should they be found not guilty — while allowing for adult - level consequences if they are found guilty. If this assumption is correct, I can understand why this might be used for older juveniles who have been accused of committing extremely serious and/or violent crimes.

I don’t partake so I’m unsure of the logistics (perhaps you need a prescription even though it is decriminalized?). Cost. A friend of mine in DC is in his 30s and uses marijuana daily. He said it's a lot cheaper to get from a street dealer. Well, not some gun-toting thug -- a more "refined" dealer that caters to the millennial crowd.
