His victims were adults, to the degree that matters to you.

Being caught on camera his hardly an indicator that an arrest will happen, and it wouldn’t have happened here without considerable publicity and effort. As an example, have people caught on camera destroying property and looting in recent protests been arrested? In many cases not and, these cases have gotten nowhere near the same attention, except perhaps on Fox.
