I feel like now that information about the brother in law’s possible involvement is out there, if they really have something on him it is only a matter of time before they arrest him. They can just keep him under surveillance if it’s not known he’s a suspect and see if they learn something useful, but now that it’s out there is little value in that.

Violent crime is statistically more likely to be committed by someone known to the victim (about 60–75% of cases) rather than a stranger, it has nothing to do with with his race or looks.

I’m pretty sure the idea is that the brother in law is behind the kidnapping, not that he necessarily did the kidnapping himself. And you have zero basis to say they have been cleared because no information has been put out about their cell phone locations, security cameras, etc.
