Because if little betty or little joey's parents are obsessed with playing in year the kid graduates then if they may have a fight to win position on 2nd team of the graduating school year. Most kids that are in this situation, if they are good enough, the club will let them stay on the graduating year team. Meaning if they can truly compete and outplay the players up down and all around they will make an exception. So if little betty or little joey's talent can not do so, maybe can compete to get on 2nd team of graduating year so parents will be happy

Do they wear hats and gowns?
Tell that to the parents that are pissed about playing BY vs. SY. SY is obviously really important to them or we wouldn't have 200+ pages of this.
