It can be both at the same time. Even if Trump isn’t smart enough to come up with it on his own, twenty years ago he still had the mental faculties to appreciate the wink-wink once explained to him.
Both of those phrases stick out as extremely odd, too odd to be taken at face value. What does “enigmas never age” mean if not in reference to the girls?
