Not sure where you got the idea they don't have an army. Germany's military is in the top 5 in Europe and in the top 10 of the world.

When Ukrainian army tells the citizens they need to evacuate the building to get out of harm's way is this also "cleansing"? Did they also get cleansed or did they just try to escape quickly escalating situation and get the hell out before it's too late?

As for ethnic cleansing. Yes, the forced deportations, refugee crisis, and rhetoric involving denying the existence of Ukraine and Ukrainians as a separate people does meet the definition of ethnic cleansing. It has not been as bad as what Serbia did to the Bosnians but it's still been pretty bad.
