Sure. Once. Continuing to harass them if they choose to ignore those rules is an act of policing. And it deliberately escalates a confrontation. She was absolutely wrong, but he didn't exactly behave well, either. The only innocent party in this is the dog.

If he had threatened to kill or hurt her before the filming, I'm pretty sure she wouldn't have been acting that way. Her whole threat of calling the police is clearly a taunt because she doesn't like what he's doing.
Yes, if I am actually feeling threatened physically by someone, I don't approach them with my arm and voice both raised. That's aggression.
All she had to do was leash her dog and get out of the Ramble. Pretty easy.
