Of course they should. But there are grey areas in every progression where common sense should prevail. Humans are not robots. Steve gates may be working on creating the perfect teacher etc. But none of us are there yet, thank god.

This is going to end up being another State Department directive thing. The military fights the war but State provides all the 'cultural partnership' guidance. This fiasco comes down to a handful of lawyers and State. I think what people don't understand is that military personnel reported this stuff over and over again out there. Its what was done with those reports thats the problem. Meanwhile, Afghanistan is falling to shreds. What a mess.
