These allow you to fish is heavier seas when you are hand lining off shore.. This is the exact opposite design of go fast drug boats. Those boats are enclosed, the cargo is placed in the front enclosed section and have one or two people on the boat.
Also go fast boats are used to transfer drugs from large commercial boats off the US to shore mostly in south Florida. Finally Venezuela does not manufacture or ship fentanyl. It is estimated by UN Office on Drugs and Crime (UNODC) that 5% of cocaine is smuggled with use of go fast boats.

At best these are just one early step in the logistics of drug smuggling to the US. They could be drugs headed elsewhere or not even drugs at all.
What they actually are is an attempt to provoke a shooting war. We’ve gotten successively worse at making these provocations credible over time though.
