BOWSER did this! The council has almost no power. The mayor controls the police dept.

Good discussion on the link below. Had no idea that the fines were actually *reduced* in addition to the other measures that made enforcement difficult. I don’t buy any more bellyaching about this — it can and should be stopped.

Four unknown individuals were operating the ATVs in the 2600 block of Branch Avenue, Southeast, when they got involved in a verbal altercation with a man at approximately 7:51 p.m., MPD said. That's when police say one of them pulled out a gun and shot in the direction of the man, police said.
