Ukraine's Prosecutor General has already documented over 2,300 Russian war crimes and in many cases they know the specific military units and perpetrators, and have already been submitting filings to the international criminal court. The Russians are behaving like the worst kinds of brutal animals and must pay.

Everywhere is ethnic Ukrainian? Not at all. Most of eastern Ukraine is ethnic Russian. That's a legacy that goes back to Stalin, who moved many Russians into Ukraine. Except since 2014 and the betrayal by Yanukovich, the Russians in Ukraine now hate the Russian Federation and Putin's regime. That still doesn't make them any less ethnic Russian.

Ethnic cleansing is not the same as genocide. It does not require massacres for instance. Also pervasive is another interesting modifier you've added. It is pretty clear that an ethnic cleansing campaign has been undertaken by Russia in the East. That they haven't been deporting people in the West is as much a function of their military ineptitude as anything else.
