The Canadians can easily spin this, given that the Waterfords came to them of their own free will (a betrayal of Gilead).

Will Canada willingly give Nichole to Serena? They must realize she too had a hand in creating Gilead. Could this also be a setup for Serena?
I don’t see how Canada could give Nichole to Serena - she has no biological connection to the child. And she held down the birth mother while her husband raised her. The only plausible way Nichole goes to Serena is if Luke let’s her.

A woman doesn’t have to have a high level job to gain skills that would make her able to organize a rebellion. Women and minority men often learn how to do this work at the grassroots.
