Because it's virtually impossible to build said barrier directly ON the border. They cross into US territory before they even reach the barrier. Sorry but that is how it works.

The reason we can't have a barrier on the Texas border is because the Rio Grande River is the border. We have a treaty from about 1970 that prevents either country from building any obstruction in the flood plain of the Rio Grande because, duh, that would cause massive flooding on the other side and create all sorts of environmental havoc on both sides. So even if Trump gets his wall, it has to be on the levee, leaving a stranded area of U.S. soil between the river and the levee wall. People who cross the river will already be in the USA when they present themselves at the wall to request asylum.
