He means "other agencies", so "rob peter to pay paul". But, the hilarious (sad) thing about the statement is clearly that no matter what agency he gets the money from, it's still taxpayer money. But, I'm sure Trumpsters will believe that they (and the rest of us), the taxpayers, aren't paying for the wall.
