Presumably it’s some combination of the school or major where they have spots to fill, geographic location, gender, financial status, knowledge of the HS (and whether there’s a strong history of yielding students), LOCI/additional info submitted when joining waitlist.

In case it helps, Williams is one of the NESCAC (New England Small College Athletic Conference) schools, which are a collection of 11 small liberal arts colleges that play each other.
Those schools are: Amherst College, Bates College, Bowdoin College, Colby College, Connecticut College, Hamilton College, Middlebury College, Tufts University, Trinity College, Wesleyan University, and Williams College.
