How could any serious person advocate shutting down the USG until 1/20? That is going to wreck the economy and hurt a lot of ordinary people in and out of government.
I guess when you're a billionaire, you don't care about wrecking the economy because you have enough money to ride it out and survive and maybe even pick up some companies at a lower price?

There were not 8 shutdowns during Reagan's Presidency. There were 3 - one lasted a day, the other 2 were 4hours long.

So, no, Wikipedia was right - there were 3, not 8, shutdowns when Reagan was President. You might not, too, that Congress in those days took their job seriously and worked really hard with the President to AVOID shutdowns. Because their job is to run the government, not destroy it.
