Actually that is not what price gouging is. Price gouging is when people greatly increase the price of goods when there is an emergency that spikes demand way above its normal level. Some states have price gouging laws, but they apply only to declared disasters like hurricanes or floods.
Going after goods providers for high prices in normal demand times is not anti-price gouging, it is price controls unless they are going after providers for price collusion, which is illegal already.

She isn't going to "control it" but rather authorize more federal money to states to get more housing built. Though some argue she isn't going far enough to meet demand:
