True, those are facts - but one is a glamorous superstar and the other is a woman who has never sought the spotlight and only recently found herself in it. And she looks like the normal woman she is.
And therein lies the problem, PP. Nobody expects a late 30s woman in the spotlight, a political spouse who was a high powered attorney no less, to look normal. Once you make it to the level of political spouse, you need to look put together and if you're in your 30s and 40s, especially, you need to look like the type of person that others should strive to be. You want to be aspirational. Usha looks normal, but as a millennial woman in the spotlight, she needs to look better than normal. That is just the world's expectations. Especially nowadays.

NP - I agree the hair is a problem. She doesnt know how to style it and apparently wont hire someone to give her a blowout and it looks frizzy/unkempt. You can have grey hair and look good - see Stacy London rocking greying hair. And those saying it’s fine she is going against the norm - she is a politicians wife, it’s her actual job. Please show us one political wife who is ungroomed when working? It’s giving Millennial who shows up to work in denim shorts or club outfits - it’s cringeworthy

Actually only the Spanish queen is allowed to wear white and they changed that rule after a Spanish queen wore basically a wedding dress to a funeral. Now the Spanish queen may wear white to a papal mass that isn’t a funeral.
