I figured Serena did this precisely for access to Nichole - and her own freedom.

True, but arresting him for war crimes, etc. is not signaling a willingness to cooperate/make agreements with Gilead. I mean, a few weeks ago, we're all WTF are they plotting against Emily with all those questions, but now we're arresting Fred for crimes against humanity, rape, and slavery?
