I dunno. We're only hearing part of an hour long conversation so that little snippet doesn't tell us much because we don't have the context of the entire conversation.
If Kanye had really wanted approval he would have shared the whole song with Taylor so that she would have had a clear understanding of exactly what he was planning to say in the context of a completed song.
He candied it up just enough so that it sounded like a "tongue in cheek" friendly joke. But that song and that music video are not nice and they aren't friendly. And neither was the taping of their phone conversation.
Sure, but her people never acknowledged a conversation. The truth is that he did not run all the lyrics by her, which is what they should have said. Instead they said she cautioned him about releasing the song, which does see like a lie given how "you do what you gotta do" she was.
