DC police are absolutely trained to neutralize the threat when their life is in danger. This officer was having a car driven at him. So he neutralized the threat.

But also, the trajectory of the vehicle suggests to me that she had steered to make the turn (which would have avoided the officer) and the path of the vehicle (to me) indicates that's the general direction it was heading. It didn't end up in someone's yard and it didn't turn in a circle. Gravity would keep the foot on the pedal and cause the arms to drop from the wheel.
