Assuming America fired back our response would kill 100m as ours do work.
So Korea war, Vietnam war, Berlin crisis, cuban missile crisis, Afghanistan, etc and no nuclear war. Why? Because the Russians are not stupid. We can do a lot more with no risk of a nuclear war.
