Wouldn't say it's their strategy. Go w/the simplest answer, when they don't say who the coach is assume they don't have one. Offer emails just say the team. Not ideal but is what it is and each year parents get upset and bow down to the pressure of travel soccer's dreaded 48 hours to commit and do it out of fear.
Where else other than travel sports, are you pressured to invest your money and time for not only your child, but you and the rest of your immediate family for a year without knowing who is even running the show? It's truly amazing how practicing in bright uniforms shape the perception of parent's to pay thousands while lowering their standards and expectations when it comes to spending this kind of money and more importantly, their time.
