This statement is completely clueless about how athletic scholarships work. Most, maybe all, Power 5 school scholarships are fully funded in football and basketball. That's not to say every player on those rosters has a scholarship, but teams have 85 scholarships to work with in football, and 13 in basketball.
Full scholarships are extremely rare in the non-revenue sports. In soccer specifically, the maximum is 9.9 scholarships in total for 25-30 roster spots.
The suggestion that a less than full scholarship for a top-tier soccer player is less impressive than a full scholarship for a basketball player at the end of the bench, who rarely plays, is foolish.
