The interesting thing is Hogan quoted "Bethesda Row" opening up the streets for restaurants for outdoor seating. He quoted the positivity rates in moco on testing. (which was just published today - you could calculate the state rates for weeks). Hogan left it very murky. . . . .
He made it quite clear he thinks MoCo should open.
He's the governor. He can do it. Telling the counties that they're allowed to decide for themselves, and then criticizing their decisions, is grandstanding. Back to business as usual for Hogan, I guess.
