Basically this. Less visible to the people driving in once a month but much more present and problematic to residents going about their business in their neighborhoods on foot. I'm not loving it.
But they're harmless, right? Not bothering anyone and keeping their area clean? Not abusing drugs or alcohol?

There are a lot of non fascist countries in the developed world that don’t tolerate this level of crime and disorder. Japan and Singapore aren’t fascist. Neither are Switzerland and Denmark.
Have you been to Switzerland? Lived there for a while and I have seen way more people shooting up publicly near major train stations/commuter hubs there than I have witnessed publicly in DC. Maybe it’s their progressive drugs policies not their policing that work?
