Well, to be fair, this strategy has worked pretty well for 80 years.

The palestinians routinely get 1000 to 1 prisoner swaps of palestinians for israelis.
They probably thought they were building a bank of assets for future prisoner swaps.
And after an initial burst of violence, israel usually stops because their public can't stand the bloodshed.
Not this time.
