Trump has consistently claimed that Canada charges US dairy farmers a 250-270% tariff. This is not true. The tariffs would only be charged if U.S. exports exceed a predetermined quota, which never happens. Such garbage spewing.

Reagan-Bush casused NAFTA which is what got those plants closed and jobs exported, but ok.
