I clicked on the link and see everything but a jersey available for purchase. So I’m guessing they provide that but want you to buy the other stuff yourself so they can make more $. Not sure why anyone not doing the program would pay for the gear, or even why someone who is doing it would shell out for the jacket and stuff… it’s just supplemental training.
