You are not understanding Prop 57. Nothing says they can be locked up without a trial (unless of course it is pre-trial detention - which this case would certainly warrant.)

It now requires an extra step - a hearing in a juvenile court before the accused can be tried in an adult court.
I happen to think that is ridiculous. If the crime is as heinous as this one was, he should be tried as an adult.
