The rationale during DA was that the kids shouldn't play too many games - I think they aimed for about 40 a year in total, and that those games needed to be competitive - therefore they mustn't use up valuable game slots on uncompetitive games and only the DA could guarantee games at the appropriate level. I'm not making any comment on whether I agree with that position or not - just stating the rationale as I remember it.
My kids are coached by Spaniards and they think American kids do not play anywhere near the number of games that they should be playing. We play 1/8th of what kids there play in a given year.
That is the exact opposite of the truth. Those Spanish kids are playing against each other a lot in town. They're not traveling hundreds of miles to play another city. Maybe elite pro academies do that, but the majority are playing local games on the weekend just like here.
