Sometimes it takes them months. I hope you know that overzealous prosecutors can ruin peoples lives.
They should vigorously protest until they are arrested.

He was murdered. There are multiple witnesses and multiple videos to back a murder charge. The officer committed a crime, and should have been arrested/held/booked on a murder charge. And, in a banana republic the cop would go free...just like what is happening now.
A lot of people are murdered and not immediately arrested. It sounds like you have never worked as a police officer or a prosecutor. The US system is far from perfect. Maybe you could go to Mexico and report back on their justice system.
