No, there is nothing like that in DC. There are a few homeless encampments, but those are mostly tents and grocery carts.

Uh, I spend A LOT of time in Wards 7 and 8. Again, where are the slums? clearly YOU have not been to Congress Heights, Hillcrest, Deanwood, historic Anacostia, Ft. Dupont - seriosly, not slums and houses going for close to a million, and billions of investment coming in a st Elizabeths, Barry Farms, Bridge District, Minnesota Avenue and so on.
