The independently owned convenience store hired him on for 3 days (legal) and paid cash. Day 4 they called my sister and said they could not keep him on since he did not have a social security number but they want him back once he got his social.
She took around to around 20 independently owned restaurants. No one would hire as no social security number.
She finally found a restaurant that would take him on.

Our experience was that it was not easy to get an illegal a job. Most small business owners follow the law.
