Climate Change: Re-enter the Paris Agreement, achieve net-zero emissions by 2050, and invest in renewable energy. Biden signed the re-entry into the Paris Agreement immediately on taking office. The alignment here is strong, with policy actions directly supporting stated objectives.

Foreign Policy: Rebuilding alliances and standing up to authoritarian regimes, as seen in actions related to NATO and Ukraine, align well with Biden's stated foreign policy goals. Biden is following through on what he campaigned on. I don't see what you think is "fragmented and incoherent" - give some specific examples.

Not to mention, the Senate bill would have had the votes to pass in both chambers, whereas HR2 did not.

This bill is meaningless in the grand scheme of things. What Pres. Biden did the day he stepped into office and for the weeks and months thereafter is what really counts. This bill is a canard and you know it.

Unlike Trump, Biden recognized the shortfalls in the law and asked for them to be fixed and said he can enforce the laws when they get fixed. Trump on the other hand started issuing unconstitutional EOs which either got thrown out by the courts or which expired due to limited authority (like all of the ones that expired because of Title 42)

Biden knows the Presidency is not like a king with absolute authority, that he is constrained by what the laws and statutes and courts allow, whereas Trump thinks he is a king and that his orders are absolute, checks and balances be damned.
