I know, and I think you know too, that BIPOC women love their children and families and are best-equipped to know what's right for themselves, their families, and their communities.

Enough with your paternalistic, "compassionate", white supremacy (and that's what this is regardless of your race). You are not protecting BIPOC babies by restricting the rights of their mothers.

As a black women, every time I give birth I know I’m at risk of dying. Given how terrible the outcomes are for black women, you can’t force them into a life and death situation. It has to be a choice. If you all truly care about black babies and their moms then freaking act like it and until then please take a seat.
