Only stupid incompetent people would target civilian areas when you are trying to encourage the civilian population to “rise up and take back their country”. Look at the success the Israelis have had in Gaza and every other place with this type of policy. It’s a total failure. It leads to endless wars, suicide bombers and loss of support.
