In Aug 2018, Manhattan DA wanted to pick up where SDNY left off in investigating thus-far-uncharged co-conspirators in Trump's payments to Stormy Daniels and Karen McDougal.

It appears that SDNY was literally helping Trump run out the clock.
If the Manhattan DA decides to pursue felony charges (instead of the misdemeanor ones they previously looked at) they have a 5-year statute of limitations.
However, the felony charges require proving the original fraud charges were meant to conceal a second crime.
Basically the SDNY obstructed justice on behalf of Barr and Trump.

Just as in Watergate about 40 people we have never heard of will wind up in jail in a couple of years. These investigations into obstruction are not going to go away.
