it wasn’t clear to me why they had to vote before the budget was released, unless they had long been planning this and it was all in the budget already, which is what I suspect. They knew it was not going to be popular, which is why it wasn’t presented earlier, even their own timeline shows they had engagement on this once in 2024 and then waited an entire year before they engaged again.

it wasn’t clear to me why they had to vote before the budget was released, unless they had long been planning this and it was all in the budget already, which is what I suspect.
