Simple - large numbers of non-English speaking students are overwhelming schools. It is costing a huge amount in taxes to educate these students and takes time and focus away from other students. English speakers (typically citizens) are avoiding a number of the high schools in FCPS.

Justice High School - 41% ESL
Falls Church High School - 37.5% ESL
Lewis High School - 37.5% ESL
Annandale High School - 35.5% ESL
Herndon High School - 31.5% ESL
Mt. Vernon High School - 25% ESL
West Potomac High School - 21% ESL
Edison High School - 18% ESL

To many people these schools are dead in the water because they have to spend so much time on ESL students and the chances of having advanced classes are diminished.
