ATVs and Dirt Bikes operated on street in DC are difficult to regulate due to categorization loopholes with motorized/electric bicycles and policies against police chases.
Laws and policies in Maryland are different and these are motor vehicles in any case.
General public anti-social behavior across the DMV is a totally different topic.

I truly do not understand why you choose to deny reality. The loopholes exist. PP is correct. If you want enforcement then the very first thing to do is close the loopholes.
