I think the Trump appointees and Trump sympathizers knew perfectly well and went to sleep on this very much on purpose.

Read the Washington Post expose. Not a lot is new, but reading it in a long form article really, really drives home the point that they weren’t prepared accidentally on purpose. There are traitors to the US within the government. Manchurian Candidates, so to speak, controlled by right wing extremists.

They color themselves as a community service group and donate money to the schools. They put out a call to action for members to attend school board meetings and members are encouraged to bring the kids. Their leader lives in another county. In the summer of 2020 several of them attended the Citizen's Police Academy run by the sherrif's office.
