Your source for the bolded? Are you aware that the whistleblower's lawyers wrote a letter explaining that the whistleblower had contact with politicians purely in the line of his or her apolitical duties? There is no evidence AT ALL of political bias, and the fact that Trump political appointees thought the complaint was credible should be a point in favor of the whistleblower's general trustworthiness.
You are correct that Giuliani's associates are not mentioned in the complaint. There may be indirect links, but they have not been identified yet. It just seems that a lot of different US government actors had various interests in Ukraine, and Giuliani's actions don't seem to be above board.
