Though they can't be sure, they convince themselves their public work is a huge sacrifice. Then they start rationalizing taking advantage.

Secure yourself a spot at a top notch public elementary to save tens of thousands on private tution. Force staff to babysit. Use a goverment vehicle to save wear and tear on your own. I gotta buy her book or take or seminare or something!

Agree with the need for guidelines, but it's unfortunate if it prevents real cases of need, such as bullying. I know of some instances where a child was subjected to well substantiated abuse and provided a 'safety' placement. This should continue as needed.
That is a good example of correctly using the discretion. It is a shame that bullying can reach such an extent.
The real bullying that came to light through all this is how Kaya harassed those unfortunate souls who dared to ask for special treatment while not being plugged in to those in DC clowntown.
What a disgrace.
IG needs to release full accounting of all specia placements, anonymized by students and schools, to provide clearer picture of how this authority used and the stent of abuse. There may be other questionable placements but there will certainly be legitimate cases too.
There will also certainly be legitimate cases that were rejected because the person requesting did not have pull like Snowden or Rodriguez.
