The least bad way to tax real property is to tax the value of the land (ignoring what’s on it), especially when undeveloped or underdeveloped land is sold. The state won’t allow this because land speculators donate a lot of money to campaigns.
Land value taxes would be unconstitutional the way you want to do it. A tax that zeros out the market value of land would be considered and uncompensated takings of private property.

In the 1980s people were flying large Confederate flags on 395 south of Springfield and literally living in trailer parks in counties that have no passed Montgomery County in median household income.
If America went from #1 to #20 in median household income over a 30-40 year period voters would be livid and there would possibly be political unrest in the streets.
