Ok so assume your first part - the Spirit creates an academy. What is the advantage to playing in GA vs ECNL? Why do you assume the default is they would go to GA?
There are two NWSL teams with academies (not fully funded) today - NC Courage and Portland Thorns - and they both play in ECNL.
