Huh? No job I had after GS11 had a ladder or a career track. To get a promotion I had to apply for new jobs. If I’d stayed in my job for 20 years and was the best person on the planet, I still couldn’t have gotten a raise.
My first job was a 7/9/11 and I was promoted based on job performance.
