That charter is found in the U.S. Constitution. That is its only purpose. No more, no less.

As for the charter found in the US Constitution I'd also remind you that the charter clearly says
"The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States;"
Common defense AND GENERAL WELFARE. That's a broad mandate that can't be ignored.
