??? The cut score is based to get a certain percentage of students. So in some areas that cut score is higher in some areas it’s lower. Not sure what your problem is.

I am the PP- she was NMSF in DC, so you are correct- not Maryland. However she couldn't reproduce anything similar when she later took the actual SAT. It happens, but I guess you could not decouple PSAT (NMSF) and the SAT. NMSF is sometimes luck and the PSAT is easier than the SAT anyway.
